Angarsk Petrochemical Company (Rosneft) increased the production of winter diesel fuel

In November 2014 Angarsk petrochemical company (Rosneft) increased the production of Euro-5 diesel fuel by 40% of the planned volumes. According to the company press service, its capacity produced 100 thousand tons of diesel fuel. This was made possible thanks to the process optimization, as well as the product storage and shipment schemes. Let us remind you that Angarsk Petrochemical Company is the largest enterprise in the Irkutsk region for oil refining, production of petroleum products and petrochemicals. Its products are marketed Siberia and the Far East. In 2013 the company switched to production of Euro-4 and Euro-5 diesel fuel.

In Russia, the price of gasoline continues to decline

From November 24 to November 28, 2014 the gasoline prices in Russia continued to decline. During the week, the cut in prices was RUB 200 to 4260. According to the traders, this is due to the seasonal decline in demand. In addition, the pricing was affected by reopening of the Moscow Oil Refinery after a scheduled maintenance. Due to the market saturation with fuel, the gasoline cost declines. For example, in the Volga Federal District the price of A-92 gasoline decreased by RUB 1,000-2,770, to RUB 32,750-37,400, in the Siberian FD - by RUB 200-3,465 to 32,739-36,000, in the Central District – by RUB 2,580-4,260 to RUB 33,100-34,130, in the Southern FD – by RUB 1,000 to 38,300, in the Northwestern Federal District - by RUB 1,000 to RUB 37,400-37,995. AI-95 gasoline is getting cheaper too. In the Volga region it can be purchased for RUB 34,445-38,900 per ton (- RUB 1,000-2,530), in the Siberian Federal District – for RUB 32,900-36,600 per ton (- RUB 255-3,955), in the Central Federal District – for RUB 35,115-36,000 per ton (-RUB 2,500-3,195), in the Southern Federal District - for 39,400 rubles per ton (- RUB 835), in the Northwestern Federal District – for RUB 38,055-38,900 per ton (- RUB 1,000-2,360). At the St. Petersburg Commodity Exchange the price of gasoline produced by Lukoil decreased by RUB 1,000 per ton. Still, the fuel prices remain the highest. (All prices are given on the basis of FCA factory and are per ton with VAT.) It is expected that in early Decembe, a significant change in the market will not happen. The price for fuel can increase since January 2015, after the entry into force of the Law on Tax Maneuver.

In Russia, the export duty on crude oil and petroleum products will reduce gradually

On November 25, 2014 on the official web portal of legal information published a law on amendments to the Tax Code. Earlier, on November 12, 2014 the bill was ratified by the State Duma of the Russian Federation, and on November 19 it was approved by the Federation Council. Let us remind you that according to "maneuver", the export duty on the crude oil (1.7 times) and petroleum products (1.7 to 5 times) will reduce gradually and the tax rates on mining (MET) and gas condensate will increase within the next three years. In addition, the domestic market is expected to reduce the rates of excise duties on petroleum products. However, the excise duty on Euro-5 fuel will grow. As was reported previously, the refusal to accept the bill was suggested by the head of Rosneft, Igor Sechin, as well as the State Duma Committee on Energy. The company CEO is concerned about the increase of MET and the Committee about an increase in the gasoline cost.

In November, the production of high-octane gasoline was 2.48 million tons, the shipments to the domestic market - 2.29 million tons, and 128 thousand tons were exported. The production of winter diesel fuel since early November reached 2.06 million tons. The domestic market was shipped 479 thousand tons of diesel fuel, and the external markets were shipped 456 million tons. The trade balances as of November 25, 2014 are as follows: petrol - 1.4 million tons, diesel fuel - 1.03 million tons. According to the representatives of the St. Petersburg Commodity Exchange, the price of fuel continues to decrease. For example, last week the AI-92 and AI-95 petrol became cheaper by 6.5%. In addition, the wholesale fuel prices at the Russian refineries and ENGOs are reduced. For example, the price of gasoline 92 at refineries fell by RUB 1,204 per ton, and at ENGOs – by RUB 375 per ton. The prices of gasoline 95 fell by RUB 1,411 per ton and RUB 271 per ton, diesel fuel – by RUB 174 per ton and RUB 158 per ton, respectively.

The cost of the winter diesel fuel in Russia decreased

Over the past week the price of the diesel fuel decreased by RUB 140 to 3,270. According to the traders, this is due to the market saturation. Only in Central FD the cost of products increased by RUB 40 to 75. In the Volga Federal District the diesel fuel prices decreased by RUB 140 to 690 to RUB 34,467 to 37,105, in the Siberian FD - by RUB 1,515 to 3,270, up to RUB 32,500 to 34,800, in the Northwestern Federal District – by RUB 445 to 650, to RUB 36,405 to 36,610, in the Far East Federal District – by RUB 1,635, up to RUB 37,070 to 38,700. In addition, the summer diesel fuel is getting cheaper. For the week its price decreased by RUB 725 to 2,380. This was the result of seasonal decline in demand. In the Volga Federal District the summer diesel fuel can be purchased for RUB 26,420 per ton (- RUB 2,380), in the Siberian Federal District – for RUB 25,300 per ton (- RUB 725). (All prices are given on the basis of FCA factory and are per ton with VAT). It is expected that in early December the major changes in the market will not happen. The process of reduction of the summer diesel fuel cost will continue.

Belarus will reduce the export duty for oil and oil products

On December 1, 2014 Belarus will reduce the export duties on oil and petroleum products exported from the territory of the Customs Union. According to the press service of the Belarusian government, the export duty on oil will be USD 277.5 per ton (earlier it was USD 316.7 per ton), for the straight and commercial gasoline it will be USD 249.7 per ton (earlier it was USD 285 per ton), for the diesel fuel – USD 180.3 per ton (earlier it was USD 205.8 per ton). In addition, from January 1 to December 31, 2015 Belarus will be able to transfer to its budget the paid amounts of export duties and fines for petroleum products produced by the Belarusian refineries from Russian oil when shipping them outside the Customs Union.

Tariffs for oil transportation via the trunk pipelines of Transneft will increase

In 2015, the tariffs for transportation of oil via trunk pipelines of Transneft will increase by an average of 6.75%. This decision was made by the Federal Tariff Service of Russia, referring to the order of the Government of the Russian Federation. According to the press service of the FTS, the tariffs for pumping, order performance and monitoring of oil supplies, handling, loading, discharging and delivery of oil will increase by 6.75%. In addition, the rates for services of oil transportation along the routes of "Yaroslavl 1, 2, 3 - Primorsk" (Baltic Pipeline System), "Klin - Ust-Luga", "Taishet - Meget/Angarsk", "Makhachkala - PC Sheskharis "," Border of the Republic of Azerbaijan/Russian Federation (Shirvanovka) - PC "Sheskharis" will be increased by the same value. At the same time, a 7.5% increase in tariffs for oil supply via the pipeline system of ESPO will increase. At the meeting of the Board of the FTS of Russia the network tariff rates for oil transportation services along the routes from Sibnefteprovod to the ports of Primorsk and Ust-Luga were established in the amount of RUB 1,697.40 per ton excluding VAT. This will allow creating the equal conditions of oil transportation to the ports and eliminates the dependence of raw material transfer cost on the choice of the route.

The Russian refineries increased the oil refining volumes

During five years the Russian refineries increased the volume of oil refining by 10%. This year, they amounted to 290 million tons. This was announced by the Deputy Energy Minister Kiril Molodtsov at the roundtable "The long-term prospects of the oil industry", which has taken place in Moscow. In addition, Kiril Molodtsov noted the increase in oil production to 525 to 526 million tons, while the 505 million tons were planned originally. Now the oil companies face the task to increase the processing depth. According to him, the small refineries, unlike VINKs, are trying to maximize the margins and thus reduce the system stability. In this regard, the Ministry of Energy will pay particular attention to the work of enterprises with processing volumes from 10 thousand tons of raw materials. According to statistics, in 2013, the depth of oil refining at the Russian refineries was 71.5%, which is 0.3% more than in 2012. At the same time, at the Third International Forum on Energy Efficiency and Energy Conservation ENES-2014 the Energy Minister Aleksandr Novak said that until 2020, the oil companies have to increase the refining depth to 92%. The implementation of projects on plant modernization promotes the further increase of the depth of raw materials processing.

Achinsk refinery resumed the production of high-octane gasoline and diesel fuel

The Achinsk refinery resumed the production of commercial high-octane gasoline and diesel fuel not below Euro-4. According to the press service of Rosneft, it became possible after the launch of catalytic processes - reforming and isomerization of gasoline, hydrotreating and dewaxing of diesel fuel. Let us recall that on June 15, 2014 the fire occurred at the gas fractionation unit of Achinsk refinery, which led to the destruction of one of the distillation columns and subsequent combustion of the gas. At the plant, on September 1, 2014 the process of primary oil refining resumed. It was planned that in September the company will produce more than 400 thousand tons. In addition to commercial gasoline and diesel, currently the refinery also produces the jet fuel, low-viscosity marine fuel, vacuum gas oil, petroleum bitumen, LPG, fuel oil, and granulated sulfur.

Resumption of Pavlodar refinery after fire

Pavlodar Petrochemical Plant (Kazakhstan) after a fire will be able to fully resume work only in early 2015. According to the manager of enterprise, trade and tourism administration of the regional akimat Gulmira Zhanseitova currently the dangerous furnace technology is under reconstruction. Earlier it was planned to launch the installation until to November 20, 2014, but due to delays in deliveries of materials for repairs postponed to January 1, 2015. Let us remind you that on October 25, 2014 at the plant in the process furnace of heating the raw materials for catalytic cracking was on fire. The fire was extinguished within three hours; no one was injured. Due to an accident at the plant, the production of light petroleum products partially decreased and the output of straight oil increased. Now the Petrochemical Plant daily produces 2 thousand tons of gasoline and 4.5 thousand tons of diesel fuel. In October 2014 the fuel production amounted to 496 thousand tons.

Rosneft has announced the tenders for gasoline export

Rosneft has announced the tenders for gasoline export from December 2014 to March 2015. This information was published on the official website of the company. It is planned to export mainly AI-92 and AI-95 gasoline with the classes above Euro-4. In total, the company intends to ship to foreign markets more than 1 million tons of gasoline. According to the players, it can lead to an increase in the wholesale of fuel prices and its shortage in the Russian Federation. In addition, the announcement of the tender attracted the attention of the FAS, which intends to study them closely. Holding such tenders are explained by the representatives of Rosneft with the desire to avoid the fuel accumulation at the refinery. In addition, they assured that the company has no obligation in terms of shipments, so the decision on delivery will be made provided a stable situation in the domestic market.

Gazprom Neft is upgrading its refineries

The official website of Gazprom Oil published information on the progress of refinery modernization program. According to the press service, after the end of the first phase of the program, the refineries of Gazprom Neft (Moscow and Omsk Refinery) managed to launch the production of Euro-4 and Euro-5 fuel. Now the company has launched the second phase, to increase the depth of oil refining and increase the production volumes of light petroleum products. Until 2020 it Is planned to increase the production of motor fuels by 17% and the depth of processing by 16.4% (95%). In the future it is planned to reconstruct the catalytic cracking and alkylation unit to increase the production capacity at the Omsk refinery. At the Moscow Refinery the construction of a catalytic reforming unit and reconstruction of the catalytic cracking unit to increase its capacity is planned.

Deliveries of LPG by the Russian enterprises to the container platforms

The Russian enterprises have slightly reduced the supply of LPG by the container platforms to the domestic market. According to Chem-Courier, in November 2014 the domestic consumers were shipped 57.14 thousand tons of liquefied gases, that is only 3% less than in October. The share of LPG in the total supply was 98%, or 56.11 thousand tons. Last month all companies reduced the sale of LPG in the container platforms. Nyagangazpererabotka shipped 38.91 thousand tons of propane-butane (-1% compared to October), Orenburgneft - 2.57 thousand tons (-27%), BlueLine - 14,63 thousand tons (in October - 14.68 thousand tons). From January to November 2014 the volumes of liquefied gases transportation by container platforms amounted to 624.91 thousand tons, which is 7% less than in the same period of 2013.

Belorusneft held the 2nd International Conference "The Republic of Belarus; oil and gas markets: production, trade, retail trade" in Minsk

This conference is an important event in the Belarusian oil and gas industry. It was held in Minsk Hotel Victoria Olympus. TATNEFT has launched a combined hydrocracking unit

In Russia, in the city of Nizhnekamsk, on December 2, 2014 the Taneco plant (Tatneft) hosted the opening ceremony of the combined hydrocracking unit. According to the press service of the company, the unit is expected to produce 1.16 million tons of diesel fuel Euro-5, more than 600 thousand tons of straight-run gasoline and hydrotreated gas oil, a part of which will be used to produce 190 thousand tons of base oils, as well as 500 thousand tons of jet fuel. By 2020 it is planned to increase the volume of oil refining up to 14 million tons.
